Overview
The Delivery PMO Lead is accountable for the project management function within CPS, including project controls and on‑site supervision. The role is responsible for ensuring that Renewals and additional scope (Improvements) projects are delivered through a consistent, high‑quality process that reflects industry best practice. The postholder must also ensure that the project management and supervision teams are appropriately resourced to meet workload requirements and productivity targets, and that individual performance is managed in conjunction with the relevant Delivery Leads.
The postholder will lead client relationship management with Connect Plus and National Highways, ensuring that CPS’s professional services meet expectations and that opportunities for additional work are identified and realised.
The role also includes responsibility for the Project Controls function, ensuring that accurate, high‑quality performance analysis is available to support all project delivery teams, and that programme data enables delivery teams to anticipate and manage future delivery risks.
The postholder is further responsible for ensuring that the supervision team works safely, efficiently and productively across all active construction activities, and that CPS’s obligations under the CDM Regulations and the contract are met.
Your Role
Safety
- Demonstrate visible safety leadership across the team.
- Ensure HSW standards are clear and maintained by all Project Managers and Supervisors on site.
- Ensure the whole team has documented safety objectives that contribute to improving HSW performance and support the principles of Making Safety Personal.
People Leadership
- Implement a consistent approach to performance management across the Project Management, Supervision and Project Controls teams.
- Ensure all team members have SMART personal objectives, regular 1:1s, and twice‑yearly formal PDR discussions.
- Address underperformance where required (in conjunction with Delivery Leads, where appropriate).
- Support the development of team members to achieve their personal and professional aspirations.
Process Ownership
- Ensure clear, documented project management processes are in place and applied consistently across all asset‑led delivery streams.
- Undertake assurance activities to monitor application and effectiveness of these processes.
Process Improvement
- Keep project management processes under regular review to assess their effectiveness and efficiency.
- Ensure processes are tailored to the needs of each project type (based on risk and complexity).
- Drive continuous improvement across the team.
Reporting
- Ensure effective and accurate project, portfolio and programme reports are in place across all delivery streams (including PDA and, where possible, Inspections/Maintenance).
- Provide high‑quality management information to support Asset Delivery performance.
Budget Management
- Review the forward work programme and liaise with Delivery Leads to ensure appropriate resource levels and competencies are in place, in line with budget approvals.
- Maintain target productivity levels across the team.
Stakeholder Engagement
- Act as the key interface for stakeholders relating to CP Renewals and Improvements.
- Ensure delivery updates are communicated clearly and in line with stakeholder needs.
Resource Allocation
- Work with Delivery Leads to coordinate resources efficiently within the organisational matrix to meet project deadlines and quality standards.
About You
Essential Experience & Skills
- Degree or equivalent experience in a technical or project management discipline.
- Proven experience delivering projects within a programme of approximately £100m+ per year.
- Strong leadership skills, ideally with experience leading teams within a matrix organisation.
- Ability to manage multiple projects simultaneously and work effectively under pressure.
- Strong understanding of industry safety standards and regulations, including the Construction (Design and Management) Regulations.
- Project Management Professional (PMP) or equivalent certification.

This is a hybrid role designed to fully maximize team collaboration on the project, we offer flexible working where you will typically be working from your base CPS office, Leatherhead, Dartford or South Mimms up to three days per week and two days from home.
