Overview

As the Project Manager for Change, you will lead the Change in Standards (CiS) process on the M25 DBFO. As part of contract change obligations, we are required to assess new highway standards for potential inclusion in the M25 DBFO Contract.

You will be responsible for the change management process and for maintaining the CiS programme. This includes the timely, accurate, and efficient reporting of key programme activities, as well as presenting progress through internal and Client governance meetings.

You will undertake initial reviews of new or amended standards, assessing potential risk levels. You will identify the additional technical support and resources required to complete each review and will prepare and issue proposals. The role interfaces with cross‑organisational technical and commercial specialists in the planning, development, and implementation of proposals.

You will be expected to develop collaborative relationships between our client (Connect Plus), their client (National Highways), and relevant teams and departments within CPS. This will involve chairing technical and performance meetings. You will also support CPS teams with the effective implementation planning required once a new or amended standard has been adopted.

You will additionally provide support to the wider contract change process.

Your Role

  • Operate as the Change in Standards Lead.
  • Build strong relationships within a cross‑functional, collaborative team.
  • Develop and manage the review programme, including issuing early warnings, managing changes, and reporting progress.
  • Ensure process compliance with the M25 DBFO Contract.
  • Work directly with technical specialists and commercial leads to achieve agreed programmes and key milestones.
  • Schedule and chair performance, technical, and commercial review meetings, and complete monthly reporting of KPIs.
  • Drive continuous improvement of the Change in Standards process.
  • Willingness to travel to other offices for monthly meetings.

About You

Qualifications / Skills

  • Preferably educated to a minimum of HNC / HND (or equivalent) in civil engineering, project management, or another construction‑related discipline.
  • Strong communication and stakeholder management skills.
  • Broad knowledge of the Design Manual for Roads and Bridges (DMRB), the Manual of Contract Documents for Highway Works (MCHW), and other highways standards is beneficial.
  • Understanding of the DBFO contract is desirable, though not essential, with the expectation that this knowledge will be developed in post.

  • Experience of managing design, construction, or other programmes.

  • Experience working with construction and civil engineering contract forms such as NEC, TPC, PFI, etc.
  • Some risk management experience preferred.
  • Experience coordinating interfaces with internal/external technical and commercial teams, as well as external resources.

Location:

This is a hybrid role designed to fully maximize team collaboration on the project, we offer flexible working where you will typically be working from your base CPS office, Leatherhead, Dartford or South Mimms up to three days per week and two days from home.
