About the Role
Join Connect Plus Services as a Portfolio Manager for Structures, responsible for delivering all Renewal and Improvement projects within this asset type on the M25 DBFO network. You will lead a team of Project Managers, providing the guidance and support required to deliver projects safely, on time, within budget, and to the expected quality standards.
The role includes oversight of site investigations, design preparation, permissions (including roadspace, traffic management, land, rail, and environmental access), construction, and handover, with client-led approval points at each stage. The portfolio comprises approximately £40m per annum across an average of 90 projects. You will focus on safe and predictable delivery, proactively removing barriers, and collaborating with project teams, contractors, and stakeholders to ensure efficient and cost-effective outcomes.
What You’ll Be Doing
You will demonstrate visible safety leadership, promoting high behavioural safety standards within your teams in line with Making Safety Personal. You will review programmes and budget forecasts with Project Managers, analyse performance trends, identify issues and risks, and ensure the quality and accuracy of reporting.
You will manage project costs with support from the Senior QS team, advise on changes to scope or budget, and ensure alignment with fiscal objectives. Strong stakeholder engagement is essential—building and maintaining effective relationships with Asset Delivery Managers, project teams, and clients to ensure project requirements are fully understood.
You will oversee resource allocation, ensure compliance with CDM regulations throughout delivery, and prepare portfolio delivery reports for clients and senior leadership. You will also ensure all projects comply with relevant legislation, regulations, and company policies.
Who We’re Looking For
We are seeking a Portfolio Manager with proven experience of delivering a programme of projects of similar value and complexity. You will have strong leadership capabilities, experience of managing teams within a matrix organisation, and the ability to oversee multiple projects in a high-pressure environment. You will be familiar with industry safety standards and regulations, and hold a Bachelor’s degree in engineering, construction management, or a related field, or possess equivalent industry experience.
You will hold Project Management Professional (PMP) certification or an equivalent qualification (e.g., APM PMQ), and have a good working knowledge of NEC3 and NEC4 contracts. The role requires excellent communication, organisational, and stakeholder management skills, along with the ability to drive efficient delivery across a large and complex project portfolio.

This is a hybrid role designed to fully maximize team collaboration on the project, we offer flexible working where you will typically be working from your base CPS office, Leatherhead, Dartford or South Mimms up to three days per week and two days from home.
