Based in South Mimms, Hertfordshire or Dartford, this role includes travel across the M25 network, including Leatherhead, with a hybrid working pattern of three days per week on site or in the office.

You will lead procurement management activities for CPS, the asset managers for the M25 (National Highways Area 5). You will support the Senior Procurement and Supply Chain Manager, as well as the Supply Chain Manager, in developing procurement and supply chain engagement strategies that deliver customer priorities and maximise value.

The role involves managing procurement packages in line with the CPS procurement strategy, helping to reduce risk and deliver effective supply chain solutions. You will also play a key role in building a supply chain that is prepared and capable of supporting CPS over the long term.


What you’ll be doing

  • Support procurement and estimating teams with tendering, market analysis, supplier selection, risk and opportunity assessments, and forecasting
  • Carry out supplier moderation and commercial checks, including reviewing past performance, working closely with the Supply Chain Management team
  • Negotiate agreements that support timely delivery and meet safety and sustainability requirements
  • Assist in developing efficient procurement processes using best practice tools, systems and approaches from the parent companies
  • Manage and maintain the Digital Procurement Schedule (DPS)
  • Work with parent company procurement teams to track and report on key commodities and markets
  • Develop project wide framework agreements, from initial engagement through pricing, selection, negotiation and recommendations, working closely with parent company teams
  • Support the development of long term, performance led supplier relationships that focus on value, quality and continuous improvement
  • Contribute to local, diverse and SME engagement strategies, including supporting Meet the Buyer events and community engagement
  • Support delivery of CPS procurement strategic objectives
  • Ensure contract requirements are met and that best value procurement outcomes are achieved
  • Lead the preparation of package ITTs, coordinating input from across the project team
  • Support CPS by engaging with suppliers aligned to carbon reduction and PAS 2080 objectives

Who we’re looking for

  • Experience using e tendering platforms such as Jaggaer
  • Strong understanding of commercial considerations and their impact on delivery
  • A measured approach to decision making, with a focus on achieving best value
  • Ability to work to tight deadlines and manage competing priorities
  • Strong attention to detail and accuracy
  • Understanding of financial and accounting principles to support sound decision making
  • Ability to build strong relationships internally and externally, with effective negotiation skills
  • Confidence to challenge and communicate clearly with senior stakeholders when needed
  • Proven ability to work both independently and as part of a team
