Project Manager – Connect Plus Services (CPS)
Location: Dartford, Leatherhead or South Mimms
We have an exciting opportunity for a Project Manager to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project.
CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25, Europe’s busiest motorway. Delivering over £100 million of annual investment alongside planned and reactive maintenance, this is a complex and high-profile network requiring robust and efficient planning.

What You’ll Be Doing
The Project Manager delivers project objectives across six key performance areas: Health and Safety, Quality, Cost, Environment, Delivery and People.
We are looking for a dynamic and self-motivated individual with a strong project management background to join this fast-paced team, delivering complex highways and technology schemes throughout the full project lifecycle. Schemes range in value from £100,000 to £3 million+ and include safety schemes, environmental improvements, technology solutions, remedial works and junction improvement schemes.
Accountabilities
- Develop and maintain strong collaborative relationships with the Portfolio Manager, Senior Project Managers, Construction and Supervisor teams, and key internal and external stakeholders to ensure a full mutual understanding of project delivery objectives, review performance and agree solutions to issues.
- Maintain compliance with the DBFO contract by clarifying roles and responsibilities within the project team, resolving risks and issues in a timely manner, producing accurate reports, and creating and maintaining required records, including change management documentation.
- Design, agree and implement project plans to ensure activities are appropriately organised and resourced to achieve project objectives and required outcomes.
- Lead and oversee programmes throughout their full lifecycle, including feasibility, design, construction and handover, informing investment proposals for clients at each stage.
- Contribute to the development of robust cost profiles, identifying key risks and quantifying resource requirements.
- Identify and evaluate emerging risks, issues, dependencies and constraints associated with projects, escalating where appropriate, and develop, agree and implement solutions where necessary.
- Commission and manage the performance of subcontractors and designers, ensuring project objectives and requirements are clearly understood, clear expectations are set for health and safety, programme and cost performance, and appropriate remedial action is taken where required.
- Support the delivery of the business’s sustainability objectives, including net zero and biodiversity net gain initiatives.
- Work closely with the Construction and Supervisor teams to ensure permits, certificates and site reporting are managed correctly and aligned with project requirements.
- Manage NEC contract options in the role of Project Manager.
- Work flexibly in line with operational requirements, including shift work and travel where necessary.
- Travel to other offices and depots across the network as required.
- Undertake periodic site visits, including occasional night shifts.
- Hold a full UK driving licence.
Who We’re Looking For
Essential Skills and Experience
- Experience managing project teams and successfully delivering multiple projects concurrently.
- A strong collaborator with integrity and proven experience managing relationships with diverse stakeholders, influencing positive outcomes and securing engagement across a wide range of groups.
- Commercially focused, with the ability to drive project performance and effectively manage contracts to deliver required outcomes.
- High levels of resilience, with the ability to manage conflicting priorities and setbacks constructively.
- Excellent communication and organisational skills, with the ability to clearly articulate project strategies and solutions.
- Experience developing and maintaining project plans and detailed stage plans in collaboration with subcontractors, designers and internal stakeholders.
- Experience mentoring and/or coaching junior team members to develop project management capability, skills and competence.
- Commercial awareness and business acumen.
- Good knowledge of performance evaluation techniques and key performance metrics.
- A proven track record of adopting a solution-focused approach to problem-solving.
- The ability to understand the wider business vision and inspire teams to work towards shared objectives.
Preferred Qualifications
- Membership of a recognised professional body, such as the Association for Project Management (APM).
- Degree-level qualification (BSc or MSc) in Management, Construction or a related discipline, or equivalent experience.
- APM PFQ, PMQ or PPQ qualification.
- CSCS card and SMSTS qualification, or equivalent.
- Proficiency in Microsoft 365 applications.
- Current full UK driving licence
