Alvaro del Palacio, Chief Executive

Alvaro del Palacio was appointed Chief Executive of Connect Plus in September 2026.

With more than 25 years' international experience in the infrastructure sector, Alvaro has led major highways, rail, aviation and renewable energy projects across Europe and the UK.

Before joining Connect Plus, he served as CEO of Autoestrada do Algarve Via do Infante in Portugal and held several senior leadership roles within the Ferrovial Group.

Alvaro is known for his collaborative approach, commitment to excellence and track record of delivering complex infrastructure projects safely, efficiently and sustainably. 

Jane Mee, Chair

Jane was appointed Chair of Connect Plus in September 2025

She brings a wealth of commercial leadership experience across infrastructure, manufacturing and systems delivery & operations, in both the public and private sectors. She has built a distinguished career over three decades, with a foundation in law and a proven track record in commercial strategy, operational delivery and governance.

Jane's boardroom credentials include the role of Chair at Agility Trains, and Non-Executive Director roles at GB Railfreight and the Great British Railways Transition Team. At Hitachi Rail she led the successful re-negotiation of the Intercity Express Programme, helped establish a joint venture for the HS2 rolling stock bid and played a key role on the company’s Health & Safety and Audit & Risk Committees.
